SUBJECT: AFH APPLICATION PRIORITY AND AFH PROVISIONAL LICENSE
Dear Adult Family Home Provider:
The 2001 legislature passed SHB 1320 required the department to give processing priority to certain applicants for an Adult Family Home (AFH) license. The new law, RCW 70.128.064, also permits the department to issue a provisional license
RCW 70.128.064 states “In order to prevent disruption to current residents, at the request of the current licensed provider, the department shall give processing priority to the application of a person seeking to be licensed as the new provider for the adult family home. The department may issue a provisional license when a currently licensed adult family home provider has applied to be licensed as the new provider for a currently licensed adult family home, the application has been initially processed, and all that remains to complete the application process is an on-site inspection.”
AFH Application Priority Processing
The department will give processing priority to the application when:
- The licensed provider of the AFH is changing;
- The current licensed provider requests, in writing, priority processing of the application, outlining the reason(s) for the request;
- Residents currently residing in the facility would be disrupted; and
- The Regional Administrator requests the Application Unit to give priority processing of the application.
The current licensed provider should send their letter to the Regional Administrator in their local Residential Care Services (RCS) office.
AFH Provisional License
The department may issue a provisional license, not to exceed two months
in length, when:
- The AFH is currently licensed;
- The current licensed provider requests, in writing, priority processing of the application, outlining the reason(s) for the request;
- The applicant is currently a licensed AFH provider;
- Residents currently residing in the facility would be disrupted;
- The Application Unit has completed processing the application;
- AFH licensor has completed all review of the application except the on-site licensing inspection; and
- Field staff cannot complete the on-site inspection by the required date.
