Nurse Field Manager for Residential Care Services

This is a Permanent position.
Location: Kent.
PRINCIPLE RESPONSIBILITIES:
The responsibilities of the position include:
1) monitoring, evaluating and supporting the provision of quality of care, quality of life, and choices of residents, regardless of payment sources, through the supervision of staff who conduct inspections and complaint investigations, provide consultation/technical assistance and training;
2) conducting quarterly observational field visits with staff to ensure consistent implementation of state and federal program regulations;
3) ensuring that state/federal policies and ADSA/RCS procedures are implemented and that the process meets federal and state program directions and guidelines;
4) ensuring cooperation and coordination with internal and external agencies; partnering with providers and stakeholders for positive resident outcomes;
5) analyzing, editing and evaluating written reports;
6) making recommendations for training, consultation support or enforcement actions in state and federal programs;
7) recruiting, interviewing and recommending staff employment selections;
8) recommending, implementing, and communicating program and policy changes; ensuring staff knowledge and implementation of the changes;
9) representing RCS in fair hearings;
10) researching and drafting response to logged assignments;
11) planning and managing workload and staff assignments; and
12) acting on behalf of the Regional Administrator when requested.
This position has been designated as emergent under the DSHS Comprehensive Emergency Management Plan. Based on this status, in a declared emergency, the incumbent may be required to report for duty on short notice, report outside of regular work hours or on a scheduled day off, and/or report to a duty station other than the official duty station.
DESIRABLE QUALIFICATIONS:
The organization seeks candidates with demonstrated supervisory and management of professional staff. Must be able to effectively analyze staff reports and assist staff with accurate data collection and analysis. Must possess the ability to effectively communicate orally and in writing with staff, providers, advocates, and others. Experience in interpretation and implementation of regulations is desired. Skills in administrative hearing proceedings are desirable. Must complete requirement for nursing home certification and pass the Surveyor Minimum Qualification Test (SMQT) within one year of employment.
Education:
Master’s degree in nursing or a Bachelor’s degree in nursing and two years of experience in an administrative, supervisory, consultative or teaching capacity.
Must hold a valid Washington State license to practice as a registered professional nurse.
DSHS must complete a background check on an applicant prior to appointment to a covered position in accordance with RCW 43.20A and RCW 72.05.440.
