November Revenue Forecast
11-19-2009
On Nov. 19, 2009, the Economic and Revenue Forecast Council announced a new forecast for the 2009-11 biennium. While growth has returned to the national and state economies, consumer confidence and spending remain week. The state is experiencing less revenue. 2010 Supplemental Budget Process

The process to establish a 2010 Supplemental Budget is underway. On Oct. 28, 2009, ADSA Assistant Secretary Kathy Leitch sent a letter to ADSA Staff and Stakeholders providing an update of the process. Read the letter.Economic and Revenue Update

The October Economic and Revenue update is now available. The collections for the period September 11-October 10 are lower than the September forecast by 3.4% ($32.2 million). Read the report.
September Revenue Forecast

On Sept. 17, 2009, the Economic and Revenue Council announced a new forecast for the 2009-2011 biennium. The recession appears to have ended in the third quarter of 2009, however, the recovery will be slow. To read the complete forecast, go to State Revenue Forecast.

For years, those of us who work in the field of senior services have been warning about the influx of aging Boomers that will increase the demand for long-term care services. Well, the age wave has arrived, both in our state and the nation.
Currently in our state, there are about 1.8 million people between the ages of 45-64. Nationally, almost one in six Americans will be age 65 or older by 2020 and the size of the age 85-plus population will have doubled. Read more...
June Revenue Forecast

On June 18, 2009, the Economic and Revenue Council announced a new forecast for the remainder of the current biennium ending June 30, 2009, through the 2009-2011 biennium. Medicaid Medical Supply Benefit Changes

Under the 2009-2011 budget approved by the legislature, a number of changes were made to the optional Medicaid benefit for Durable Medical Equipment and other medical supplies. Economic and Revenue Update
May 12, 2009
The May Economic and Revenue update is now available. The collections for the period April 11-May 10 are down 4% ($40.8 million) below the March 2009 forecast. Read the report.
Social Security’s One-Time Payment
May 1, 2009
Beginning May 1, 2009, more than 50 million people in the United States receiving certain types of Federal benefits will be issued a one-time $250 economic recovery payment. Certain beneficiaries who receive Social Security, Supplemental Security Income, Railroad Retirement and Veterans benefits will receive the payment as a part of The American Recovery and Reinvestment Act of 2009.

May 1, 2009
On May 1, 2009, ADSA Assistant Secretary Kathy Leitch sent a letter to ADSA Staff and Stakeholders providing a post legislative session update as a follow up to the April 6 correspondence. Additionally, a second letter provides details about the session impacts for ADSA programs and services.

Stimulus money helps Seniors with Employment

The American Recovery and Reinvestment Act authorizes additional funding for the Senior Community Service Employment Program (SCSEP) to provide employment training and community services for unemployed low-income seniors. In Washington state, four grantees (ADSA, AARP, Goodwill and NAPCA) are administering these funds.

Relief for America’s Working Families

To help middle-class families get back on their feet, President Obama signed into law the “Making Work Pay” tax credit. For 2009 and 2010, the “Making Work Pay” tax credit provides a refundable tax credit of 6.2 percent of earned income up to $400 for working individuals and $800 for married taxpayers.

On April 6, 2009, ADSA Assistant Secretary Kathy Leitch sent a letter to ADSA Staff and Stakeholders providing an update on the Senate and House budget proposals. Helping Seniors with Meals and Employment
04/03/2009
The American Recovery and Reinvestment Act, “stimulus package”, provides Washington state with grant money to help low income elderly persons with nutritious meals, including home delivered meals, that support independence in their homes and communities. The package also provides money for training and employment for persons 55 and older.
Senior Nutrition:
- Funding through State Unit on Aging: Congregate Nutrition = $1,286,686 and Home Delivered Meals = $633,445
- Funding directly from Administration on Aging to Title VI Tribes = $290,000
Senior Employment:
- Funding through State Unit on Aging = $350,475
- Funding directly from federal government to National Contractors = $1,249,525

Update to ADSA Stakeholders

On March 20, 2009, ADSA Assistant Secretary Kathy Leitch sent a letter to ADSA’s Stakeholders providing an update on the Temporary Medicaid Enhancement, Revenue Forecast and Caseload Forecast. The focus of the letter is to share what we currently know about the enhanced Federal Medical Assistance Percentage and its effects on ADSA’s long-term care and developmental disabilities budget, our most up to date caseload information, and our statewide revenue forecast, focusing on the upcoming 2009-2011 Biennium.
