RE: 2007 Medicaid Revenue and Census Report
Group Retrospective Rating Program Rebates

Dear Nursing Home Administrator:

Please share the enclosed Medicaid Revenue and Census (MRC) report with whomever completes your 2007 Medicaid nursing facility cost report form. Use of this MRC report is optional. The MRC report is provided for your conve­nience.

If you wish, this report may be used to complete Schedules M and M-1 of your cost report. These schedules show Medicaid days and Medicaid interim payments for 2007. Schedule M-1 is an optional schedule that can be prepared by summarizing all remit­tance advices received for 2007. Instead of summarizing all 2007 remittance advices on Schedule M-1, you may choose to use the enclosed MRC report plus any additional 2007 remittance advices received in February and March 2008. The MRC report reflects Medicaid days and payments shown on remittance advices sent to you up through January 31, 2008. If you add to those days and payments the amounts reflected on 2007 remittance advices you received between February 1, 2008 and the time you send in your cost report, Schedule M-1 will be complete to date.

The enclosed MRC report will be the only reconciliation report mailed.

The department has been notified that the Washington Health Care Association (WHCA) mailed out Group Retrospective Rating Program (GRRP) rebate checks related to calendar years 2002, 2003, and 2004. We will require this revenue to be reported in the year that the rebate is received. In this case you will report it in the 2008 cost report.

The Washington Association of Housing and Services for the Aging (WAHSA) has a somewhat similar program with distributions made throughout the year. Reporting will be the same as above.

The department refers to these rebates as a Labor and Industries (L & I) Rebate. The examination procedures will be identical to the way the department has treated them in the past.

The department has been notified of inaccuracies in the 2007 cost report template we sent out earlier. The problems have been corrected and the changes posted to our web site, http://www.adsa.dshs.wa.gov/professional/rates.
