Dear Service Providers/Administrator:

In October 2002, following the DDD merger with ADSA, Residential Care Services assumed responsibility for regulating the certification process of Certified Community Residential Services and Support (CCRSS) programs. As a result of this merger, RCS has recodified the CCRSS rules, previously codified in Chapter 388-820 WAC. ADSA will now reference Chapter 388-101 WAC in all matters related to CCRSS rules.

Enclosed is a Preposal Statement of Inquiry (CR 101) to revise and amend sections of Chapter 388-101 WAC related to the following sections:

• Health and safety;
• Community Protection Program;
• Assessments (service plans);
• Restrictive procedures;
• Inspections
• Enforcement remedies and appeals;
• Agency finances;
• Abuse and neglect reporting;
• Individual Financial Plans; and
• Client’s rights.

In addition, the department will update Chapter 388-101 WAC to follow the federal requirements of the Centers for Medicaid and Medicare Services (CMS).
