2007 AFH "Dear Provider" Letters

RCS’ RESPONSE IN A MAJOR NATURAL OR HUMAN-MADE DISASTER

Dear Adult Family Home Provider:

Some providers have asked me if Residential Care Services (RCS) will change our operating practices in the event of a major natural or human-made disaster. My response has generally been that in any disaster or emergency it will not be business as usual, but that we cannot really say what may be different. Variables include what the incident is, how widespread the incident is and what the Governor expects of us.

As our state’s executive, the Governor appoints the Secretary of the Department of Social and Health Services (DSHS). The Aging and Disability Services Administration, Residential Care Services Division (RCS), is part of DSHS, and ultimately, RCS reports to the Governor.

The Governor has the authority to declare a State of Emergency. She may direct state departments and administrations to respond to various types of disaster situations under various existing laws, plans, and procedures. The Governor’s Office includes the Washington Emergency Management Division (EMD). State departments, including DSHS coordinate with EMD to respond to disaster situations.

In the event of a major disaster, RCS will work with the Governor, EMD and the DSHS chain-of-command to establish priorities for responding to a particular disaster situation. Collaboration with other state departments, which report to the Governor, will also be important.

State law addresses emergency planning under Chapter 38.52 Revised Code of Washington (RCW). If there is a major disaster that affects how we inspect or regulate adult family homes, RCS will consult with the DSHS chain-of-command, other DSHS administrations, and the Governor.
