AGING AND DISABILITY SERVICES ADMINISTRATION

August 3, 2001

AASA: AFH #2001-014
SUBJECT:? Rolling Blackouts

Dear Adult Family Home Provider

You are no doubt aware of concerns about energy shortfalls and potential ?rolling blackouts?.? Aging and Disability Services Administration staff recently attended a presentation by Puget Sound Energy regarding rolling blackouts.? Although other utility companies were not in attendance, Puget Sound Energy?s presentation was on behalf of four major utilities serving the Western states.? The presenters emphasized that blackouts are not imminent.?

State regulations require that long-term care providers have appropriate emergency plans in place that allow critical services to vulnerable individuals to be maintained.? In light of the possibility for energy disruptions, you should review your plans and update them, if necessary.

Presenters from Puget Sound Energy recommend that facilities with special needs notify the utility that serves the facility or the appropriate county or metropolitan area Department of Emergency Management.? The purpose of notification is to bring your facility to the attention of parties designing any rolling blackout plans.?

Thank you in advance for your attention to this important matter.? If you have questions, please contact your Field Manager.

Sincerely,

Patricia K. Lashway, Director
Residential Care Services
