The Minimum Data Set (or MDS) is a tool used by skilled nursing facilities to assess residents and determine Medicare payments. It is also used in some states, Washington included, to calculate the direct care services portion of the Medicaid rate. In response to changes in nursing home care, resident characteristics, advances in resident assessment methods, and provider and consumer concerns about the performance of the MDS Version 2.0, the Center for Medicare and Medicaid Services (CMS) contracted with the RAND Corporation and Harvard to undertake a significant revision and national testing of this tool. CMS is a federal agency which administers Medicare, Medicaid, and the State Children's Health Insurance Program.
The goals of the MDS 3.0 revision are to introduce advances in assessment measures, increase the clinical relevance of items, improve the accuracy and validity, and increase the resident's voice by introducing more resident interview items. Improving the reliability, accuracy, and usefulness of the MDS has profound implications for NH care and public policy.
MDS 3.0 was implemented on October 1, 2010 as scheduled.
CMS continues to post changes and information as it becomes available.
